My previous version was 15.13
The version you suggest to download is 15.15 or 15.16 ?

Thanks to DevExpress - that is really bad, they seems to have changed something in their calendar format in that recent version as well (undocumented of course)! I'll make some extra pressure on them.
I guess you don't have a backup of your calendar file somewhere?

From which version are you coming (what was your previous version, which was not working)?
I just tried the previous v3.0.15.15 here with your calendar file and that worked just fine.
So if that wasn't your previous version, you might install that from here manually:

I am sorry to tell you that even with version 15.15 the problem remains.
It does not play the overlay and the error is still "it is already late"
If I open the zip you send me (v15.15) it has DevExpress v15.1 files. Those are the same as v15.16 files.

Sounds like a real bad situation. Unfortunately I can not do much about it, as all the trouble was added by my UI library vendor (and believe me I am in serious talks with them).
As you don't have any older backup of the carendar file I have now asked them to tell me what exactly has changed in the format, so that we maybe can manually create a calendar file which is again compatible with a previous version. I hope to get an answer soon!
