What is your "Load Next Mode" for the playlist?
In your case it should be set to "From Beginning"!
The "Next Mode" can be configured either in the general settings, section 'Playlist Settings' or in the playlist ribbon tab called 'playlist' when clicking on the 'Settings' button.

I just made a quick test here and it worked as expected.
All DJ Players have been loaded with a track and A is playing:
1. A, Track A (playing)
2. B, Track B (cued)
3. C, Track C (cued)
4. -, Track D
...
Now (having 'Follow' being turned off) I moved a Jingle to the playlist position following DJ Player A, like this:
1. A, Track A (playing)
2. -, Jingle
3. B, Track B (cued)
4. C, Track C (cued)
5. -, Track D
...
Once Track A (in DJ Player A) finished, Track B (in DJ Player B) started to play.
Once Track A (in DJ Player A) was ejected, the Jingle was loaded to A, like this:
1. *, Track A
2. A, Jingle (cued)
3. B, Track B (playing)
4. C, Track C (cued)
5. -, Track D
...
Now, once Track B (in DJ Player B) finished, the Jingle (in DJ Player A) started to play.
This behaviour seems to be fully correct and is exactly like you described it.

As such, your "Next Mode" setting might not be set to "from Beginning"?

Could you put this on wishlist, please? So I will be able to do it also with drag and drop. It is not so important but could help our students. Thank you very much.

ALT+UpKey is not working either, I tried it now.

Please use the SHIFT+ALT+UpKey to move the 'Jingle' playlist item to the new position as explained above.
When you Drag&Drop the playlist item, it will eject the existing, loaded entry!
That's your issue.

Then you tried it the wrong way - I tested it here several times and all is working as explained above.
Please use SHIFT+ALT+UpKey or use the related Up/Down Arrow buttons from the playlist ribbon.

i see, it is shift+alt and not only alt. Of course now it is working. Anyway, I would be glad if you can add this feature with drag&drop onto wishlist. Thank you.

That is not possible, as Drag&drop to a DJ Players playlist item is defined as 'replace# such entry.
