In Adv Manager, In Partner and Campaign you can not write Name in local language (only in English).

And by the way:
When you first add a Folder at MLS, on the dialog you set Default Media Type and check settings like Auto Watch, those settings are not saved.
You have to click on the library on the list and then set it's settings at the bottom.

Unicode support for Partners-, Campaigns-, News- and Slots-Names has now been added to v3.0.13.16!

That version should also fix the bug you mentioned when initially adding a new media library to the MLS.

The names of Partners, Campaigns and Slots are today limited to A-Za-z0-9, since they are also used as xml tags and file/folder names.
I'll take a look to enlarge that limit to also be able to use valid unicode chars (if possible).
So that is no a bug, but currently by design.
