Is there a place or a button simple enough to find that we can push to clear ALL the History and Play Counters so we can start fresh with everything at Zero? Without restarting ONAIR?

Yes.
a) Go to the 'Tools' ribbon tab and select the 'Show Global History...' item.
In the upcoming Global History window you can not only see and remove individual history entries, but also select 'Clear All'.

b)
The Entry Statistics (Play Counters) can be cleared from the general settings, section 'Logging', see the Global Entry Statistics group an click on the 'Clear Entry Statistics' button.
In addition can a statistic for an individual entry be reset from the track info dialog (when pressing ALT+2 while a track is selected, e.g. from within a playlist or find window result entry).

Oh, is there a way to only reset 1 folder/library (Multiple tracks contained inside) 'play counts' at one time? (In this case NOT resetting the global play counts)
And is any of this possible using the standalone tagger? (While managing music/library)

Currently not no. But it might be added easily to a next version.
The Tagger however does not maintain or has access to the statistics.
