ReplayGain weird leveling

When I'm using ReplayGain or DynamicReplayGain in ProppFrexx with music tracks (orginal or ripped, flac, wav or mp3) everything is working as expected.
Then I made some voice recordings and ReplayGain or DynamicReplayGain does not work as I thought it would. I even made a test signal (1kHz) at different levels (0, -6, -12, -15.1 and -18dB) with different sample rates (44100, 44000 Hz) and save it as wav and mp3 format files. I was using Adobe Audition and Audacity. The problem is the same and that is:
No matter what sample rate, no matter what format, no matter what type of sound (voice or 1kHz), no matter what software I was using, no matter what floating point was set to, ReplayGain always lower the file by 15dB if the recording is between 0 and -15.1 dB. When recording is -18db ReplayGain do nothing (level stays at -18dB and that is OK). When I turn off the ReplayGain PF plays all the files at their original level and the problem is the same when I change the gain level of ReplayGain from -6dB to -24dB.
