I was testing Opus codec and I noticed that title updates do not work.
Does it work that way ?

I don't think the Icecast server software currently supports metadata updates for Opus streams. To confirm whether that's the case, you can try updating the metadata via the mountpoint's "Update Metadata" button in the server's admin webpage.

However, ProppFrexx will still send the metadata to the ICEcast Server, but this will silently fail, when the ICEcast Server doesn't support metadata updates.

You are right.
I tried to update via "Update Metadata" button and the result was:
Response
Message: Mountpoint will not accept URL updates
Return Code: 1

That’s what I ment, it is a current ICEcast limitation.
