Thanks but doesn't really go into details the steps needed to go though to add weather announcements. Also h.want to add an newscast feed I have in a url. What is the best way to add this to an top of hour schedule ?

Use that cast URL to be played. ProppFrexx not only plays local fipbut can also stream URLs.
Maybe you can give a more concrete example what you exactly you are looking for. For the weather announcements as well as the news/toth. ?
