1. Can we have the downmix automatically split into blocks of either about 30 min or about 15 min

2. soundsettings about the downmix. In the general settings we added stereotools to the vst plug in. and replaygain is enabled. now when we do a donwmix will the volume be at -3db or -6db(the default)?

We wish a file either at -3db or at -6db (the latter is more the standard for masters if I am well-read)

On the forum I found this back viewtopic.php?p=15422&hilit=downmix#p15422 but is this still current?

1. No, a downmix contains exactly the selected tracks of a playlist. So just select the appropriate number of tracks.

2. ReplayGain will attenuate the overall gain/volume of a track so that it’s perceived volume is equal to all other tracks (with a reference of -6dB). This doesn’t mean, that any peak volume isn’t exceeding -6dB.
StereoTool is (after) a sound processor with various techniques (eg. a multi band compressor and limiter) which will maximize the overall perceived volume.
So the output volume is here also not set to -6dB.

But you can adjust the StereoTool settings so that the peak volume is below -6dB (which is often required in the FM world).
So please consult the StereoTool help to achieve your desired result in your downmix.
