The 'Debug Logging' will not fix anything! The v3.0.14.7 will fix things (and it seems you are not using it)...

The 'Debug Logging' will only log additional info for me to trace possible errors...that all.

Can you please confirm what version you are using.
The latest would mean v3.0.14.7! but from what I see you are using v3.0.14.5 ?!
In addition please activate the 'Debug Logging' in the general settings, section 'More Stuff' and send me the resp. Debug Log file when it happens again when using the latest v3.0.14.7...

However, there might be many other (normal) reasons when an OL is not played, since it can be suppressed be defined rules.
E.g. no tracks have been used in the News or Advert block, a defined overlay Condition does not match, you have defined a dynamic overlay entry within the current playlist...etc.
However, those normal cases are always logged to the default OverlayScheduler log.
Note, that all log files are available from the 'Tools - Show Log Files...' ribbon.
